This discussion took place in the car the other day returning home from buying Miss 7 a bike. The bike that we bought for her was a "small women's" bike as all the children's bikes were too small. (Miss 9's new bike last year was also a "small women's" bike).
Me: "Do I just have giants for kids or are all bikes built by the Chinese?"
Miss 9: "Probably a bit of both"

In the US at least, bicycle sizes got ruined by Chopper style bikes--http://en.wikipedia.org/wiki/Wheelie_bike
There uses to be a progression of sizes--12 inch, 16 inch, 20 inch and 24 inch and finally 26/27/700c adult sizes. Even though chopper bikes were pretty much limited to the 70's, 24" bikes never really returned except in very limited numbers.
I wound up doing the same thing when my kids were similar age.
